Date of Implementation of the Manisana Wage Boards' Award
The Award should be implemented from 1.1.1996. The scales would be required to be fixed from 1. 1. 1996, but the arrears of salaries and allowance could be paid from 1. 1. 1 998 in instalments.

Scales of pay of different classes of establishment for different employees/journalists

It was agreed that the scales should be worked out in the following manner:

A.   For classes IB, IC, ID, IE etc. the scales may be determined by giving 60 per cent increase on the existing- basic salary for class IB. 70 per cent increase on basic salary for class IC. 80% for class ID etc.  This increase shall be over and above the increase of interim relief already given by the Govt.

The rate of increments for the employees of these classes of establishment shall be eight per cent per annum.  The span of scales shall be 20.

 Illustration:

 Basic Pay:                4400
 IR already paid            980 (20% of 4400 + 100)
 DA as on 1/5/95           2100
 Total                     7480
 +60% of 4400              2640
 Grand total              10120
Thus beginning of the scale in class LB will be Rs. 10120.  Scales will be built by giving 8% increment.  This increment will be Rs. 809 round up to Rs. 810 (8% of 10120).

B. For employees in classes I & IA.  The same principle will be followed.  However. the increase in basic pay shall be calculated by giving an increase of 50% of the existing basic pay.  The rate of increment shall be 7 per cent and span of scale shall be 20 years.

C. Similarly in respect of class II & III. basic will be worked out by giving an increase of  30% of existing basic pay and the rate of increment shall be 6%.

D. For classes IV to V. the increase in basic pay will be 25% and increment rate shall be 5%.

E. For classes VI to VIII. the increase in basic pay shall be 15% and increment rate shall be 4% and for class IV. 15% increase of basic pay shall be given and increment rate shall be 2%.

Allowances

DA : DA should be paid as given in the basic paper circulated by the Office. namely.
full neutralisationi up to Rs. 7000 basic pay, and 70% neutralisation above Rs. 7000 basic pay.

HRA: HRA should be not less than 10% of the scales in any class of establishment.  However, in higher categories namely, IB, IC etc. the HRA should be calculated at 30%.  For other classes of establishments, the rates suggested by Bachawat Award can be adopted.

Medical : One month's basic pay per year should be given towards medical allowance.
LTC : One month's basic salary should be given towards LTC per year.
Education Allowance : One months basic salary should be given as education allowance irrespective of number of children.

CCA : Same as -given in basic paper.  Transport allowance: To be decided Scales of Part-time Correspondents
Part-time Correspondents may be paid 50% of basic wages, applicable at similar level to full-time Correspondents plus DA applicable.  The following could be the column rates.:

Capacity of pay has been worked out on the basis of Gross Revenue (GR) and Total
Expenditure (TE).  The figures of GR and TE are given in table below:

The TE excludes depreciation and figures pertain to the year 1999 - 2000.

The above information table shows that the difference between GR and TE is positive for classes V onwards.  While it is negative for classes VI and VIII and for class Vlll. Though result is positive yet the difference is very marginal.

The second point to be mentioned here is that wages and salaries component is- only about 15% of TE.  Therefore. if wages and salaries are increased by 30%,. the impact on TE would be around 50%.  From the above table. it is seen that the difference between GR and TE is around 11 - 1 2%.  Therefore. if the entire amount is given for increasing wages and salaries, we can give maximum of 70-80 % increase in wages and salaries all put together.  But something must be retained for paying taxes. return of capital. depreciation, for growth and expansion, etc.  The Wage Boards have to take a decision as to what percentage of the difference between GR and TE has to be kept for these other requirements of the newspaper establishments and the balance can be allocated for making an increase in wages and salaries.  For example, it is decided that out of  11 of the difference between GR and TE, half should be retained for salaries and allowances all put together.  This means that only about 30 to 40% increase can be given in wages and salaries.
